Notice the manner of writing. Look at the construction of the letter, the positioning of the commas at the second paragraph. The letter demands of formatting of a covering letter, yet the letter cannot command respect. There was no mention of any name of company.
According to the email recipient he responded:
My sound discretion dictates that an applicant should not be made to pay. This applicant is still facing a blank wall. This ends our communication.
Another suspicious area worth note-taking was in a previous letter, mailed Friday, February 17, 2012, 4:56 PM in which, they demanded urgency and has put a deadline which the recipient ignored, but still sending hope for employment through email still persisted several days after. The sample is shown below:
YOUR DEADLINE IS TOMORROW.
All applications in Europe have short deadlines, fixed by the
employers, and they need to be observed. This shows serious and responsible
attitude towards the application.
We would like to underline that observation of deadlines is
extremely important and you need to observe them by all means. Early
preparation of these requirements is strongly encouraged, since once deadline
is missed we cancel the application altogether and our policy is not to work
again on applications with missed deadlines.
We encourage you to contact them and
immediately coordinate the preparation of your application package with them!!!

Helpful tip:
Be discerning and careful when communicating with suspicious mails. Never share private information when in doubt. More so if you receive mails not included in your contacts. You might have inadvertently applied job postings on the internet. Some of the advertisers might be scams. Do not fall prey to these predators.
